The Kingdom of Italy / Holy Roman Empire

The medieval Kingdom of Italy was part of the Holy Roman Empire, a loose collection of German, Italian, and Burgundian lands. Emperors claimed authority over northern Italy but often clashed with popes and city-states. The empire had no strong central government.

The Investiture Controversy and later wars weakened imperial control in Italy. German emperors focused more on their own lands. Italy drifted toward independent communes and principalities.
